What signals a requirement is speculative?
- No firm start date. “Sometime next quarter” instead of an actual target.
- Unusually vague scope. A requirement that reads like a department description rather than a specific role.
- No urgency from the client. Genuine open roles usually come with at least some pressure attached.
- Budget not yet confirmed. If the client can't confirm rate range, the requirement may not be approved yet.
What does this look like in practice?
A recruiter gets a requirement for a “Senior Backend Engineer, flexible start, budget TBD.” Excited about the role, they push it hard to BSR contacts and get five strong submissions within two days — then the client goes quiet for three weeks while budget gets approved internally. What should you actually do?
Ask directly: is this requirement approved, and is there a real start date? A client who can't answer either question isn't ready for submissions yet, even if the role itself sounds real. Flag speculative requirements to BSR contacts honestly rather than treating them as urgent.
